I'm pretty sure the North American version doesn't use the eAmusement participation service (just normal eAmusement that was the state of things prior to DDR 2013), so therefore it doesn't need eAmusement connectivity to boot up. I've heard tell of at least one D&B location having connection issues at one point, but it didn't stop their machines from starting up.
