Pretty sure that M is Isao Matsuoka, as they refer to M as the "chief designer". Others are unknown.

it's very likely that Hiromi Harada is the designer of Jennifer from 3 CS and MOE from 5 CS, as their name is mentioned in the credits for both games and there are these [https://web.archive.org/web/20150507062739/http://www.konami.jp/bemani/popn/gs/4/p4_s5.html staff] [https://web.archive.org/web/20150507062949fw_/http://www.konami.jp/bemani/popn/gs/5/images/s_fhiro.gif comments] of theirs from the 4 CS and 5 CS sites respectively that contain artwork of said characters. (although Jennifer didn't get new sprites in 4 CS, she did get a [[VIVA La HOT LOVE!!|new song]], which is probably why Hiromi decided to draw her?)
i've noticed that Jennifer and MOE also share many visual similarities with each other, as well as Anzu (one of their confirmed characters) design-wise and animation-wise, other than that that's all, just something to consider ^ ^
