創世ノート is one of the Shiritsu BEMANI gakuen (私立BEMANI学園) songs. To unlock it, obtain 100% of Friendship on PON and wac. After the event ended, it can be unlocked through different systems, depending on the BEMANI game:
In beatmania IIDX 21 SPADA, it could be automatically unlocked after 18 play sessions until July 24th, 2014.
Since July 1st, 2015 in beatmania IIDX 22 PENDUAL, it could be obtained by purchasing the BEMANI学園 pack (which includes all 私立BEMANI学園 songs) for 7000 FRICO.
