- Release date: March 4th, 2009. Originally supposed to be released February 26th, 2009, but was delayed due to an infinite credit glitch.

General Information / Changes
- Theme: Movie
- Several BeForU and dj nagureo songs have been removed from the arcade, similar to beatmania IIDX 16 EMPRESS and DanceDanceRevolution X. Many Naya~n and Hiroshi Takeyasu songs were cut as well.
- First pop'n music arcade game since pop'n music 12 いろは to feature Sana in the default songlist.
- All the arcade songs from the first game to ADVENTURE (excluding TV&ANIME licenses) are now grouped on one big category, the "pop'n 1~15" category, and are ordered by game debut, then NORMAL difficulty. This trend continued in the next three subsequent pop'n music arcade games, with only the two most recent arcade mixes getting their own categories, and any previous ones lumped together.
- The CS category also orders the songs by game debut, then NORMAL difficulty.
- The ee'MALL category is merged with the BEMANI category (however, the ee'MALL category existed as a standalone category on the location tests for THE MOVIE).

Dai ikkai pop'n eiga matsuri (第1回 ポップン映画祭)
Dai ikkai pop'n eiga matsuri (第1回 ポップン映画祭) is the unlock event of pop'n music 17 THE MOVIE. It ran from April 28th, 2009 15:00 JST to July 8th, 2009 15:00 JPT. eAMUSEMENT is required to start the event.
At the end of a round of play, you select a movie by using the blue pop'n buttons, and confirm with the red one. Then afterwards there is a roulette - hit it at the right time to increase a bar. The better the action you get, the more you get. Progress for a song unlocks at the following rate:
- After ten days: silhouette of the rival character
- After 20 days: artist name revealed
- After 30 days: character revealed
- After 40 days: song title revealed
- After 45 days: song unlocked in next round of play
Except for the Final Stage songs, other songs can be unlocked in a chain order by clearing previous songs:

Completing a week lets you play the next week's songs in advance with a preview ticket. These tickets can only be used once, and come in two variations: Ticket A and Ticket B. What songs you can play for that week are as follows:
- Between April 28th - May 6th, 2009: CYBER WESTERN (A) / CONTEMPORARY NATION 4 (B)
- Between May 6th - May 13th, 2009: CONTEMPORARY NATION 4 (A) / HARD Pƒ+ (B)
- Between May 13th - May 20th, 2009: HARD Pƒ+ (A) / ELEGY 2 (B)
- Between May 20th - June 3rd, 2009: ELEGY 2 (A) / カイジュウ (B)
- June 3rd, 2009 onward: カイジュウ (A) / CYBER WESTERN (B)
Once you finish the first five weeks of songs, the last five songs will be available. Complete them, and SILENT will be unlocked. Complete that to unlock HELL17, which also unlocks the four songs in that course's EX charts. Unlock that to obtain SPACE OPERA, the final song unlock. Afterwards the event is finished.
Dai ikkai pop'n eiga matsuri ended on July 8th, 2009. Since then, all songs, as well as HELL 17, are automatically available to play. MZD [17] is also unlocked as well to play as.
