General Information / Changes
- Slogan: 召しませ、全世界曲（フルコース）。(Meshimase, FULL COURSE.)
- Theme: Gastronomy/world tour
- The subtitle "BISTROVER" is a portmanteau of "bistro" and "rover".
- New songs are in lime green.
- The play and results screen have been redesigned to be easier to read.
- On the play screen in Single Play or while two players are playing, the top of the screen now shows the title, artist, difficulty level and rating.
- In Double Play, the lower screen now shows the title, artist, difficulty level and rating, regardless of camera display or TARGET SCORE.
- Money Score and MAX COMBO have been removed, with only EX-SCORE remaining.
- On the results screen, beating your personal best now shows a "NEW RECORD" indicator instead of arrows indicating whether you did better or worse.
- Results screen also now shows the artist of a song, as well as its song name.
- In addition to these, results screen now shows USE OPTION, which indicates what play options are used (such as MIRROR or RANDOM).
- The judgement total now shows a pie graph.
- On the play screen in Single Play or while two players are playing, the top of the screen now shows the title, artist, difficulty level and rating.
- New LIGHTNING MODEL Premium Area features:
- Play Analyzer shows detailed score data from the results screen from your recently played songs.
- Search songs, jumping the cursor to the relevant song.
- You can add up to 30 songs from search results to the new "Song Selection Memo" for quick access using the jump icon.
- Three new options added to TARGET SCORE. Do note that these options are unavailable in ARENA mode:
- Player Rotate: Start with the player with the lowest score and change to the player with the highest one.
- PACEMAKER Rotate: Start with A grade and change to AAA+.
- Rival Rotate: Same as Player Rotate, but with your rivals
- All non-FLOOR INFECTION songs from Rootage, gentle stress, soldier's waltz, and the hidden LEGGENDARIA charts for Be OK, Ristaccia, one or eight, snow storm, and 千年ノ理 are now unlocked by default.
- Furthermore, all LIGHTNING MODEL cabinet exclusive songs - including unlocks - are playable in the base version by default now, except for the five beatmania IIDX 20th Anniversary Tribute BEST songs.
- System BGM is composed by HuΣeR.
- The simplified Options screen known as "Beginner Option" (ビギナーオプション) can now be disabled on the BISTROVER website.
- In-game currency is called MOG.
- ARENA mode was added on February 24th, 2021.
- A new bar graph shows a player's Arena trending performance in each of the 6 Notes Radar values. Values change over time and require at a few credits of Arena to display data (otherwise NO DATA is shown).
- Pressing VEFX will toggle between the bar graph and the player's notes radar during the matching screen.

BEMANI MusiQ FES is a collaboration event between QUIZ MAGIC ACADEMY Kibou no toki (クイズマジックアカデミー 輝望の刻) and the BEMANI titles beatmania IIDX 28 BISTROVER, DanceDanceRevolution A20 PLUS, DANCERUSH STARDOM, GITADORA NEX+AGE, jubeat festo, pop'n music peace / 解明リドルズ, SOUND VOLTEX VIVID WAVE, and ノスタルジア Op.3. It started on November 18th, 2020 and ended on January 12th, 2021.
As of February 25th, 2021, both songs can be purchased with ビストランガイド.

BISTRO LANDING
BISTRO LANDING is beatmania IIDX 28 BISTROVER's EXTRA STAGE system, introduced on December 10th, 2020. For Japanese version machines, this only appears on PREMIUM START (which requires PASELI).
To be able to access the event folders, the player must collect three BISTRO LANDING tickets; one can be earned for every credit played, regardless of the mode selected. After the requirement has been met, the folders can be accessed through the standard EXTRA STAGE requirements.
- By obtaining AAA rank on three songs totaling 33 or more in difficulty and clearing them with the EX-HARD gauge, the event will be accessed immediately, regardless of the number of tickets obtained.
By clearing songs under the BISTRO LANDING folders for the EXTRA STAGE, Bistro Stamps can be earned, which are used to unlock charts for play outside the EXTRA STAGE as well as for additional bonuses.
- One Bistro Stamp unlocks the NORMAL chart outside of EXTRA STAGE.
- Two Bistro Stamps unlocks the HYPER chart outside of EXTRA STAGE.
- Three Bistro Stamps unlocks the ANOTHER chart outside of EXTRA STAGE.
- Five Bistro Stamps awards 100 V-Discs and a Platinum Travel Membership card of the area in question.
By obtaining 3 Platinum Travel Membership cards, players can then access ONE MORE EXTRA stage after filling the "BISTRO LANDING Location -SECRET-" gauge by playing songs in the BISTRO LANDING folder. When the gauge is at MAX and the player has 3 BISTRO LANDING tickets, clearing a BISTRO LANDING song on EXTRA STAGE will grant access to ONE MORE EXTRA STAGE. The difficulty played will depend on which difficulty was chosen for EXTRA STAGE.
- Depending on the difficulty, the OMES will be forced on a specific groove gauge type, and will be bumped down one gauge type on subsequent plays following a stage failure.
- NORMAL: Normal gauge
- HYPER: HARD gauge
- ANOTHER: EX HARD gauge.
- Clearing the OMES will unlock the respective chart for regular play. This must be done for each chart level.
- Clearing the OMES once will also unlock a new LIGHTNING MODEL Premium Area customization item.

Meshimase! BISTROVER (召しませ！BISTROVER)
召しませ！BISTROVER is the first unlock event of beatmania IIDX 28 BISTROVER. It started on December 24th, 2020. This event will appear only if one player plays. e-amusement is required to play the event.
At the end of a round of play, you will be taken a map. Here you choose a continent to go to. Afterwards, you will see three courses of a meal, each divided into two parts: hors d'oeuvre, main, and dessert. Two wheels will then spin: the first will always land on green, and the second can vary depending on how you spin it. Landing on green gives you more boost, yellow less, and red little.
Once all three dishes are fully complete, your goal then is to play to a slot machine and match dishes best you can to get more people into the restaurant. Once it's filled to max capacity, you'll unlock the final song of that area and the event will end.
Each continent finished rewards you a Silver Tran Medal.

Dan Course Unlocks
The following songs can only be unlocked in the LIGHTNING MODEL version of BISTROVER, done through the exclusive new Dan Certification -Extreme- (段位認定 -極-), or Kiwami Dan, mode. It follows similar rules to Eisei Dan (永世段位) from the last game. This mode allows you to re-challenge Dan courses that you have previously cleared, but this time based on Dans from earlier beatmania IIDX games. It also has similar restrictions to Eisei Dan:
- In order to pass the Kiwami Dan version, you must clear the course five times in a row. Failing once will reset your progress.
- Each attempt cycles between playing the course regularly and with MIRROR on.
- Your gauge is limited to the lowest value it reached during your previous attempt (e.g. if your gauge reached 42% on your first attempt, the gauge on your second attempt will be limited to 42%).
- Once you've passed the 5th attempt, you will pass the Kiwami Dan course and a gold glow will be added to your Dan ranking on the login/logout screen. If you've cleared a Dan course higher than your current Kiwami Dan ranking, your normal Dan rank will be shown instead.
Passing the following Dans will allow to unlock two older beatmania IIDX songs. If you did not clear the required Dans beforehand for access in Kiwami Dan, you cannot unlock these songs:
- 2nd Dan; unlocks 2nd Dan from beatmania IIDX 15 DJ TROOPERS - Don't let it go
- 3rd Dan; unlocks 3rd Dan from beatmania IIDX 19 Lincle - 高高度降下低高度開傘
Once the two above songs are unlocked, they can be played even on non-LIGHTNING MODEL cabinets.

X-record (read as "cross-record") is a collaboration event between beatmania IIDX 28 BISTROVER and SOUND VOLTEX EXCEED GEAR. This event can only be played on beatmania IIDX LIGHTNING MODEL and SOUND VOLTEX -Valkyrie model- machines. It started on April 7th, 2021.
By playing beatmania IIDX during this event, you will earn 10 LM and 1 VM per play. Earning 100 VM unlocks BLACK or WHITE?, while earning 200 VM and 200 LM unlocks ディスコルディア.

Bistraurant Guide (ビストランガイド) items were added on February 25th, 2021 to provide access to most songs from beatmania IIDX 27 HEROIC VERSE that were not automatically unlocked, as well as the two BEMANI MusiQ FES songs. Bistraurant Guide can be purchased with MOG, and require the basic course subscription.

WEEKLY RANKING
The WEEKLY RANKING feature was added to beatmania IIDX 28 BISTROVER on November 11th, 2020. The WEEKLY RANKING song changes every Wednesday at 12:00 noon.
You earn a star (the day after the period for a song ends) if your score in the leaderboards for the featured song's chart is high enough. Note that stars depend on each song's chart on both single and double play, not on the whole song itself, which means you can earn up to six stars per song.
In the songlist menu, a bar shows your WEEKLY RANKING star progress on the featured song's chart; the arrow determines your current position in the leaderboards:
- White star: if the arrow is located in the white section.
- Bronze star: if the arrow is located in the cyan section.
- Silver star: if the arrow is located in the gray section.
- Gold star: if the arrow is located in the yellow section.
- Platinum star: if the arrow is located in the very small blue section (top 10 in the leaderboards).
